Prioritising Applications

Lancaster City Council uses a banding scheme to prioritise applications.

All housing applications received will be assessed based on all the information you provide and placed in one of 5 bands, A to E. The banding scheme prioritises applicants by putting those with similar housing needs in the same band. Within each band, applications are prioritised in date order.

The table below sets out the banding scheme and gives examples of those applicants who would be eligible to be placed in each band.

 

 Band Criteria Examples
Band A Emergency need for housing
  • Homeless and in priority need
  • Emergency medical need
  • Your home is in emergency disrepair
  • Escaping violence or threats of violence , and there is an immediate and serious risk
  • Lancaster City Council tenant or tenant of one of our partner PRPSH who advertise all their vacancies via ICH and have two or more bedrooms than you currently need. You will also need to be affected by the changes to the size criteria.
  • Emergency housing need due to exceptional circumstances as identified by the Local Authority, Police, Health Authority or Social Services
Band B High housing need
  • Urgent need for housing for social/welfare reasons
  • High medical need
  • Your home lacks facilities
  • Need two or more bedrooms than you currently have
  • Live in a high demand adapted property that you no longer require
  • Lancaster City Council tenant or tenant of one of our partner PRPSH who advertise all their vacancies via ICH who has succeeded to a property that is too large, or unsuitable
  • Social housing tenant who has two or more bedrooms than you currently need
  • Lancaster City Council tenant needing to move into sheltered accommodation from general needs accommodation
  • Seriously injured or disabled in action in the Armed Forces
  • You have to leave Service Family Accommodation following the death of your spouse/civil partner
  • Need to move into general needs accommodation from supported housing
Band C Medium housing need
  • Medium need for housing for social/welfare reasons
  • Homeless but no priority need
  • Medium medical need
  • Social housing tenant who has one bedroom more than you need
  • Currently sharing facilities with people you are not related to
  • Two people of different sexes (not partners) over the age of 10 who are sharing a bedroom
  • Currently live in an above ground floor flat and have two or more children under 16
  • Agricultural worker needing to move on from tied accommodation
  • Employed (or have been offered permanent employment) in the district
  • Contributing to you local community by volunteering or doing other unpaid work
Band D Low housing need
  • Intentionally homeless
  • Low medical need
  • Currently live in an above ground floor flat with one child under 16
  • Need one more bedroom than you currently have
  • Current accommodation limits your access to children
  • Sharing facilities with family
  • Need to move nearer to someone to provide or receive support
  • Currently live in private rented accommodation
  • Currently live in a mobile home, caravan or boat
  • Currently live in tied accommodation
  • You have a licence
  • Serving or have served in the Armed Forces and have a local connection
Band E Very low housing need
  • Local connection only though close relatives
  • Social housing tenant who is adequately housed
  • Owner occupier moving into Category Two Sheltered Accommodation
  • No local connection but wish to move into Category Two Sheltered Accommodation
  • Owner-occupier facing repossession and have no equity in your home

You can move between bands if your circumstances change, or additional information is received about medical or welfare issues which affect which band you are placed in.

If your circumstances change in any way you must inform us as soon as possible, to ensure that your application is always up to date. The easiest way to do this is to update your application online. If you are offered accommodation and we then find that your application is not up to date, the offer of accommodation may be withdrawn.
